If something else is out there and has been paying attention, the obstacle was never distance. It is a planet that has not yet decided how to listen. This is a study of that gap: the evidence, the institutions that manage it, and what a real relationship would ask of Earth.

The record is older than the argument
Sightings, testimony and archives stretch back further than the modern debate. Reading them in order changes what the pattern looks like.

Acceptance is the hard part
Evidence rarely fails on its own merits. It fails on the institutions, incentives and fears that decide what a society is allowed to believe.
The road
Acceptance arrives in stages, and we are not at the end of them.
Every contested subject travels the same route from ridicule to policy. Naming the stage we are standing in makes the next step legible.

Stage one
Ridicule
The claim is treated as entertainment. Witnesses carry the cost of speaking, and the subject is kept safely outside serious company.

Quiet collection
Officially there is nothing to study. Unofficially the files grow, the programmes get names, and the material moves out of public view.

Admission of the unexplained
The wording softens. Nothing is confirmed, but the possibility is no longer laughed out of the room, and the archive becomes citable.

Contact as policy
The conversation turns practical: who speaks for Earth, under what mandate, and what we are prepared to offer as well as ask.
